Jeff Keyes will give his view of death penalty litigation through the lens of the Martin Draughon case. The use of false scientific testimony by the State of Texas, ineffective performance by trial counsel, the travails of litigating in the Texas state court system, and the critical importance of federal habeas review through an independent federal judiciary will be discussed. Application will be made for one CLE credit.

This presentation is a brown bag lunch. Beverages will be provided.

Speaker biography

Jeffrey J. Keyes is a shareholder in the Briggs and Morgan, PA law firm, where he is a member of the Trade Regulation Section and the Franchise Practice Group. He practices primarily in the areas of litigation, antitrust law, dealership and franchising, and franchise law. He is also a nationally recognized lecturer and teacher on trial practice, franchising and antitrust issues. Jeff was recently named Minnesota Attorney of the Year by Minnesota Lawyer magazine which gave special recognition to Jeff's pro bono efforts. In September 2004, a federal court in Houston, Texas overturned the death penalty conviction of Briggs pro bono client Martin Draughon, a death row inmate Jeff has represented for eleven years. On October 12, 2004 Jeff argued the case of a Somali immigrant to the U.S. Supreme Court, Jama v. INS, which involved the scope of executive power in deportation. Jeff graduated cum laude from the University of Michigan Law School.
